POSITION REPORTS TO: Director of Aviation
POSITIONS SUPERVISED: None.

LEADERSHIP: Provides second in command leadership to others through the supervision/management and direction of personnel.

POSITION PURPOSE: To assist Airport Director in all aspects of managing Woodring airport.
ESSENTIAL FUNCTIONS AND BASIC DUTIES - Oversee and prepare invoices, reports, memos, letters, financial statements and other documents, using word processing, spreadsheet, database, and/or presentation software.
- Manage office expenditures and all report requirements.
- Use a spreadsheet to track fuel, oil, and pilot supply sales and maintain inventory.
- Manage all hangar and land leases.
- Maintain and oversee electronic time records for airport employees.
- Oversee pavement management and wild life management programs.
- Assist Director in all aspects of project management.
- Supervise seasonal employees and airport interns as applicable.
- Audit daily ticket sales and other financial records.
- Manage all related documents, records, and reports, including lease agreements.
- Maintain records and spreadsheets to ensure periodic inspections and preventative maintenance requirements are met.
- Act as interim manager during director's absence.
- Market and advertise for airport.
- Orchestrate monthly airport fly-ins.
- Provide assistance to other departments as needed.
- Perform other duties as required.
PERFORMANCE MEASUREMENTS - The Airport runs smoothly and efficiently.
- Policies and procedures in City of Enid purchasing manual, personnel manual and safety manual are understood and followed.
- Airport is in compliance with FAA and DOT regulations.
- Excellent customer service is provided to the public.
- Supply orders are placed in a timely and efficient manner. Airport staff has the materials they need to perform their jobs adequately.
- Records are organized, filed, and easily retrieved.
- Lease agreements are current.
- Effective working relations exist with City personnel.
- New employees are well trained and assisted. Management is appropriately informed.
- Employee understands and adheres to applicable safety policies.
- The City's professional reputation is maintained.
QUALIFICATIONSEDUCATION/EXPERIENCE: Bachelor's degree in aviation management or related field preferred.
CERTIFICATES/LICENSES: Additional related training preferred.
REQUIRED KNOWLEDGE: Administration and Management: Knowledge of business management practices, marketing and coordination of resources.
Public Safety and Security: Knowledge of relevant equipment, policies, procedures and strategies to promote effective local security operations.
Customer and Personal Service: Knowledge of principles and processes for providing customer and personal services.
English Language: Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
Computer: Proficient personal computer skills including electronic mail, record-keeping, routine database activity to include development of spreadsheets, formulas, record tracking applications, word processing, graphics, Power Point, etc.
Specialized: Strong knowledge of the aviation industry and terminology.
SKILLS/ABILITIES: - Ability to operate a calculator, cash register, and credit card machine.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION FINGER DEXTERITY: Manual dexterity sufficient to reach/handle items, work with fingers, and perceive attributes of objects and materials.
VISUAL ABILITIES: Normal vision, with or without corrective lenses.
PHYSICAL STRENGTH: Exerts up to 10 lbs. of force occasionally. Light physical activity performing non-strenuous daily activities of an administrative nature. Extensive sitting. Frequent use of arms, hands, and fingers to reach, handle, touch, and feel.
LANGUAGE/COMPREHENSION: Ability to read, analyze, and interpret common science and technical financial reports, legal documents and governmental regulations. Ability to write information and respond to questions from groups of managers, clients, customers, and the general public. Ability to effectively present information to top managers, public groups and Board of Directors.
REASONING ABILITY: Ability to calculate figures and amounts such as discounts, interest and percentage. Ability to apply concepts of algebra and geometry.
MATHEMATICS ABILITY: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rates, ratio, and percent and to draw and interpret bar graphs.
WORK SCHEDULE/HOURS: Regular: 8-hour shift, typically 8:00 a.m. to 4:30 p.m., Monday through Friday. Occasional weekend and/or evening hours.
Other: Variable lunch period and breaks in coordination with other office personnel.
WORK CONDITIONS: Well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation.
NOISE LEVEL: Moderate noise (examples: business office with computers and printers, light traffic).

ADVANCEMENT CRITERIAINTERMEDIATE:Proficient knowledge of Airport operating procedures and relevant FAA Advisory circulars.
Knowledge of safety as it pertains to the job.
Valid CPR certification.
ADVANCED:7+ years specialized experience.
Advanced knowledge of Airport operating procedures.
Master's Degree or equivalent in related field.
Advanced knowledge of grant writing, administration and DOT/FAA regulations.
